Deputy Air Pollution Control Officer Ann Logan of Great Basin Unified Air Pollution Control District (also a talented local artist) was kind enough to give FI an in depth tour of Los Angeles Department of Water & Power’s (LADWP) legally mandated efforts to deter the spread of dangerous airborn particulate matter caused by their draining of the Owens Valley and Lake. It is the largest dust mitigation project in the world and can be seen from space. Experiments include cultivating a brine crust on the earth’s surface, tilling the soil so it will be textured and less effected by wind, and occasionally reintroducing a micro layer of water to this one lush wildlife sanctuary.
